First substitute

If the Race Officer can’t identity all of the boats On the Course Side of the starting line before the gun, they can issue a general recall. The signal is the First substitute. Return to starting area and prepare for a new start.

It is called the first substitute as it is one of a series of substitute flags. Substitute or repeater flags allow messages with duplicate characters to be signaled without the need for multiple sets of flags.
